Oro Valley Model Home Library: Faster Casita and Home Plans

Thinking about adding a casita in Oro Valley? Or building a single family home? The town just made the first steps easier.

Oro Valley now has a Community Model Home Library. It is a set of ready designs you can pick from instead of starting with a blank page.

How it works

  1. Pick a casita (ADU) or single family design from the town's library.
  2. Buy the building plans straight from the designer.
  3. Send the plans and a site plan to the town.
  4. Pay the required fees.
  5. Build.

The town says these designs mean shorter reviews and lower fees than a custom build. Its planning manager says the process should save money and at least a year of time. Want to change a design? You can, but changes get extra review first.

What is in the library

At a September town council briefing, staff said the first designs are casitas, from a micro size up to about 1,000 square feet. Duplex and triplex plans are planned for early next year. The program follows a state law that took effect July 1, 2026.

My take

This is a real step. A pre-reviewed plan can take a lot of guessing out of the permit stage. But it is not a shortcut for everything. The head of the Southern Arizona Home Builders Association called it a good first step, not a magic wand. You still need a builder, materials and labor.

Two things I would check before you fall for a plan:

  • Your HOA. The town says HOAs can have their own separate standards. Run the plans by them first.
  • Your lot. Plans still have to meet zoning and the town's design standards.

For homeowners, a casita can mean rental income or space for relatives. For buyers, it is worth asking whether a lot has room for one. For sellers, it is worth knowing what your lot could allow. I would not put a dollar value on it until you have real numbers from the town and a builder.

What to watch next

  • The duplex and triplex plans expected early next year.
  • How many designs get added.
  • Actual permit times once homeowners start using it.
